Following a string of terrorist attacks committed by HYDRA, S.H.I.E.L.D. would gather a bunch of heroes on a helicarrier a few miles off the coast of New York.
After a few days, HYDRA would strike, revealing itself to have infiltrated S.H.I.E.L.D., and lauching two helicarriers from S.H.I.E.L.D.'s New York City base, with the intent of using them to attack the city. The heroes S.H.I.E.L.D. gathered would be sent to the city, where they would take down the helicarriers before they could get their guns online.
Steve Rogers would encounter the Winter Soldier, who he recognized as his childhood friend Bucky Barnes.
Will Jones would drop the Red Skull to his death.
This incident alongside general distrust in S.H.I.E.L.D. is what would lead to the creation of The Avengers.
